Terry Mitchell

Terry Mitchell is Jackson Thornton Utilities' senior consultant and has been with the Firm for more than 35 years. He was the driving form behind the development of the specialization in the electric, gas, water and wastewater utilities consulting group, Jackson Thornton Utilities Consultants. In his utility consulting practice, he has been active in providing cost of service and revenue requirements rate design studies. He has provided testimony before the Florida Public Service Commission, the Alabama Public Service Commission and the Alabama State Legislature. Mitchell has also served as a witness on utility rates in rate disputes in the Southeast.

Mitchell is a licensed CPA in Alabama, Florida, Georgia, Mississippi and Tennessee. He is a Certified Rate Design Analyst and is active in both state and local industry associations including National Rural Electric Cooperative Association, Alabama Rural Electric Association, Alabama Propane Gas Association, Alabama Natural Gas Association, National Society of Accountants for Cooperatives and the Electric Cities Association.

Mitchell is a graduate of Auburn University and volunteers his time working with many community organizations. He is an alumnus of Leadership Montgomery and active on the Administrative Board of Montgomery First United Methodist Church. Mitchell holds professional membership in the American Institute of Certified Public Accountants and the Alabama Society of Certified Public Accountants.
